The BOM you are showing only covers hardware with layer2 features and JTAC + HW support.

To use BGP you would need the advanced license tier - either as a 3/5 year subscription including support or as a perpetual license + seperate support SKU.

Advanced will only bring you up to 32 VRF's but enough for your starting point - then you can go premium (full scale) later on.
